FBI FLIGHT LOG ANALYSIS — N908JE PASSENGER RECORDS FBI Analytical Report — 2019

The FBI conducted a comprehensive analysis of flight logs and passenger manifests for Jeffrey Epstein's fleet of private aircraft, with particular focus on the Boeing 727-31 registered as N908JE — the aircraft widely known in media reporting as the "Lolita Express." This analysis was a core component of the 2019 federal investigation and built upon flight records that had surfaced in earlier civil litigation.

AIRCRAFT OVERVIEW: Epstein maintained a fleet of private aircraft over the years, including the Boeing 727 (N908JE), a Gulfstream IV (N120JE), a Cessna 421, and helicopters. The Boeing 727 was the largest and most prominent of these aircraft, configured as a private luxury jet with custom interior modifications. The fleet was operated by pilots employed directly by Epstein, with Captain Larry Visoski serving as the chief pilot for approximately 25 years and Captain David Rodgers serving as co-pilot and also maintaining the flight logs.

FLIGHT LOG DOCUMENTATION: Captain Rodgers maintained handwritten flight logs recording the date, departure point, destination, and passenger names for each flight. These logs, which were produced during civil litigation in the Giuffre v. Epstein and Giuffre v. Maxwell cases, constituted the primary documentary record of who traveled on Epstein's aircraft. The logs covered the period from approximately 1995 through 2013 and documented hundreds of flights.

FBI ANALYTICAL METHODOLOGY: FBI analysts digitized and cross-referenced the handwritten flight logs with other data sources including:

— FAA flight plan records filed for N908JE and other Epstein aircraft — Airport arrival and departure records from airports frequented by Epstein's planes, including Teterboro (TEB), Palm Beach International (PBI), Cyril E. King Airport in St. Thomas (STT), and various international destinations — Customs and Border Protection records for international flights — Testimony from pilots Visoski and Rodgers provided in depositions and interviews — Credit card and financial records documenting fuel purchases and airport fees — Scheduling records recovered from Epstein's residences

ROUTE PATTERNS: The FBI analysis identified a core set of recurring routes that defined Epstein's travel pattern:

1. New York (TEB) — Palm Beach (PBI): The most frequent route, flown dozens of times per year, reflecting Epstein's regular commute between his Manhattan townhouse and Palm Beach estate.

2. Palm Beach (PBI) / New York (TEB) — St. Thomas (STT): Regular flights to and from the U.S. Virgin Islands, where passengers would transfer to helicopter or boat for transport to Little St. James Island.

3. New York / Palm Beach — Columbus, Ohio (CMH): Flights connecting to Columbus, the headquarters of Les Wexner's The Limited/L Brands, reflecting the Epstein-Wexner business relationship.

4. International Routes: Flights to Paris (Le Bourget), London (various), and other international destinations. These international flights were of particular interest to investigators due to the involvement of foreign nationals in the trafficking allegations.

5. New Mexico (SAF / ABQ): Flights to and from Santa Fe or Albuquerque, connecting to Epstein's Zorro Ranch property in Stanley, New Mexico.

PASSENGER ANALYSIS: The FBI compiled a master list of all individuals named in the flight logs, categorizing passengers by frequency of travel, routes flown, and any overlap with individuals identified through other investigative channels. The analysis distinguished between categories of passengers including Epstein's employees (pilots, staff, security), social and business acquaintances, and individuals whose presence on specific flights was of investigative interest.

The most frequent passengers, aside from Epstein himself, included Ghislaine Maxwell, Sarah Kellen, Nadia Marcinkova, and various individuals whose names appeared consistently over extended periods. The logs also contained entries with first names only, initials, or notations such as "female" or "1 female" that could not be definitively matched to identified individuals.

KEY FINDINGS: The FBI's analysis corroborated victim testimony regarding the use of private aircraft to transport young women between Epstein's properties. Several identified victims were found in the flight logs, confirming their accounts of being flown on Epstein's aircraft. The analysis also established that the transportation of victims across state lines and international borders supported federal sex trafficking charges under 18 U.S.C. § 1591.

The flight log analysis was cited in the 2019 SDNY indictment as evidence of the interstate and international nature of Epstein's trafficking operation, which was essential to establishing federal jurisdiction and the applicability of sex trafficking statutes.

PILOT TESTIMONY: Both Captain Visoski and Captain Rodgers provided testimony in depositions and interviews regarding their observations during flights. Visoski testified that he saw Epstein receive massages from young women on the aircraft but stated he never witnessed sexual activity. Both pilots described their roles as limited to flying the aircraft and maintaining logs, and stated they were not involved in selecting or interacting with passengers beyond normal flight crew duties.
